Surveillance Creep: The Expansion Pattern

Surveillance infrastructure follows a predictable expansion pattern. Understanding this pattern helps predict where surveillance will grow next.

The pattern

Phase 1: Pilot: A few cameras installed in a “high priority” area. Often justified by a specific incident (robbery, assault, terrorism).

Phase 2: Expansion: The pilot is declared a success (often without rigorous evaluation). Funding is secured to expand to adjacent areas.

Phase 3: Integration: Individual cameras are connected into a network. A monitoring center is established. Analytics software is added.

Phase 4: Enhancement: Existing cameras are upgraded with AI capabilities (facial recognition, behavioral analysis, ALPR). No new hardware needed, but surveillance capability increases dramatically.

Phase 5: Normalization: Cameras become expected. New development projects include surveillance as standard infrastructure. Removing cameras becomes politically difficult (“what about safety?”).

Phase 6: Interconnection: Previously separate systems (city CCTV, transit cameras, private cameras, ALPR) are linked into unified platforms (Real-Time Crime Centers).

Why it’s hard to stop

Asymmetric politics: Installing cameras has a clear political benefit (“I’m keeping you safe”). Removing cameras has a clear political cost (“you don’t care about safety”). This asymmetry means cameras accumulate.

Sunk cost: Once infrastructure is installed, the argument shifts from “should we have cameras?” to “we’ve already spent the money, we should use them.”

Technology momentum: Each generation of technology builds on the previous. Adding facial recognition to existing cameras doesn’t require new installation, just a software update.

Industry lobbying: Camera manufacturers, AI companies, and system integrators lobby for expanded surveillance.
