Smart Cities Are Surveillance Cities
Every “smart city” initiative involves sensors, cameras, and data collection at scale. The language of efficiency and safety obscures the reality: smart city infrastructure is surveillance infrastructure with a better marketing team.
What smart cities actually deploy
Smart city projects typically include:
- Traffic cameras with analytics: Not just counting cars. Modern traffic cameras use computer vision to track individual vehicles, detect “anomalous” behavior, and feed ALPR systems
- Environmental sensors: Air quality, noise, and weather sensors that also detect crowd density, gunshots, and movement patterns
- Smart streetlights: LED streetlights with embedded cameras, microphones, WiFi sniffers, and cellular interceptors. Companies like Ubicquia and GE Current sell these as “smart poles”
- Public WiFi: Free municipal WiFi that tracks device MAC addresses, creating movement maps of everyone who leaves WiFi on
- Digital signage: Screens with cameras that analyze who’s looking, for how long, and estimate demographics (age, gender, mood)
Real examples
Sidewalk Labs (Toronto): Google’s Alphabet subsidiary proposed a smart district in Toronto. The plan included cameras, environmental sensors, and data collection covering 12 acres of waterfront. After public backlash over surveillance concerns, the project was cancelled in 2021.
LinkNYC: New York City replaced payphones with WiFi kiosks. Each kiosk has cameras, Bluetooth beacons, and environmental sensors. The operator (Intersection, an Alphabet company) collects location data from anyone who connects.
Songdo, South Korea: Built from scratch as a “smart city.” Every building has sensors. The traffic system tracks all vehicles. Pneumatic waste collection monitors what each household throws away.
Why “smart” means “surveilled”
The core problem is architectural. Making a city “smart” requires sensing what’s happening everywhere, all the time. Sensors that make traffic flow efficient are the same sensors that track individual movements. Cameras that detect potholes also record pedestrians.
There is no way to build smart city infrastructure that is useful but not surveillant. The sensing capability IS the surveillance capability.

- Ask what data is collected, who stores it, how long it’s retained, and who can access it
- Support data minimization requirements for smart city contracts
